Resumo
Objetivos: Nosso objetivo foi avaliar as tendências de submissões e recomendações recebidas e emitidas pela Comissão Nacional de Incorporação de Tecnologias no Sistema Único de Saúde (CITEC) durante o processo de adoção/exclusão de tecnologias no Sistema Único de Saúde (SUS) e analisar criticamente esse processo, além de analisar os desafios enfrentados pela comissão para responder ao aumento da demanda por incorporação de novas tecnologias. Métodos: Foram revisadas todas as submissões de tecnologias em saúde feitas à CITEC e as respectivas respostas obtidas entre 2003 e 2010. Essas submissões foram classificadas por área de interesse, origem do pedido e tipo de resposta. Resultados: Durante o período selecionado, a CITEC recebeu 222 propostas para incorporação de tecnologias e produziu 83 recomendações. Identificou-se um aumento nas submissões após 2007. De 2003 a 2006, foram submetidos apenas 39 pedidos no total. Após 2007, foi feita uma média de 49 submissões por ano. As principais áreas foram endocrinologia e distúrbios metabólicos (12%), Oncologia (11%) e Reumatologia (11%), mas a porcentagem de respostas nessas áreas foi baixa (34%, 8% e 28%, respectivamente). Mais de 70% das submissões foram realizadas pela Indústria (162), mas apenas 27% dessas foram respondidas. No entanto, quase todas as submissões enviadas diretamente pelo Ministério da Saúde foram respondidas (94%). Entre as recomendações da CITEC, 53% foram favoráveis à incorporação da nova tecnologia e 30% foram contrárias, 17% foram pedidos cancelados. As tecnologias adotadas foram principalmente para hepatite (14%), distúrbios endócrinos e metabólicos (11%) e distúrbios genéticos (11%). Conclusões: Embora não haja uma definição clara de prioridades para a incorporação de novas tecnologias pelo Ministério da Saúde Brasileiro, é possível mapear tendências nas recomendações emitidas pela CITEC. É de extrema importância alcançar uma maior divulgação dos critérios de seleção de tecnologias para incorporação pela Comissão.

The main fields were endocrine and metabolic disorders (12%), Oncology (11%) and Rheumatology (11%), but the percentage of responses in these fields was low (34%, 8% and 28% respectively). More than 70% of the submissions were commissioned by the Industry (162), but only 27% of these were answered. However, almost all submissions sent directly by the Ministry of Health were answered (94%). Among recommendations from CITEC, 53% were favorable to the incorporation of the new technology and 30% were contrary to it, 17% were cancelled submissions. Adopted technologies were mainly for hepatitis (14%), endocrine and metabolic disorders (11%) and genetic disorders (11%). Conclusions: Although there isn’t a clear definition of priorities for the incorporation of new technologies by the Brazilian Ministry of Health, it is possible to map trends in the recommendations issued by CITEC. It is of the utmost importance to achieve greater disclosure of the criteria for selection of technologies for incorporation by the Commission.
