Introdução: O modelo de assistência farmacêutica descentralizado na instância da Atenção Primária em Saúde, com envolvimento crescente da instância local na prestação dos serviços farmacêuticos à população, representou novos desafios na gestão da saúde e da AF(Vieira et al,2012). No caso brasileiro, o processo permanente de revisão da Relação Nacional de Medicamentos Essenciais (RENAME) exerceu papel fundamental na seleção de medicamentos e melhoria das condições de assistência farmacêutica ao usuário(Nacimento et al,2012) Para suprir essa lacuna, diferentes estratégias foram desenvolvidas e pactuadas entre as três instâncias do SUS, a exemplo do Sistema Nacional de Gestão da Assistência Farmacêutica (Hórus)16 e a criação da Base Nacional de Dados e Serviços da AF(Brasil,2013). Entre os sistemas informatizados permitem identificar, de fato, de que forma a assistência farmacêutica na Atenção Primária em Saúde está organizada e ofertada aos cidadãos (Costa et al,2012). Objetivo: Analisar Resultados: do Sistema Hórus, comparando elementos desse Sistema com algumas experiências no Brasil. Materiais e Métodos, Estudo, descritivo e exploratório, desenvolvido com incorporação de método quali-quantitativo de pesquisa. Diferentes instrumentos de coleta de dados foram utilizados: observação de campo em serviços de Assistência Farmacêutica municipal que utilizavam o Hórus, pesquisa documental sobre legislação e outros documentos oficiais e aplicação de questionário aos gestores locais sobre os Resultados: obtidos com o Hórus. Resultados: As principais mudanças identificadas após a implantação desse Sistema foram: melhoria do controle técnico e científico da qualidade da assistência farmacêutica, da dispensação dos medicamentos e da atenção à saúde, capacitação dos recursos humanos e gestão do conhecimento, melhoria da relação gestores de saúde/usuários de medicamentos, da gestão administrativa e maior gestão interfederativa, e melhoria da infraestrutura tecnológica. Em termos de sistemas de informação em saúde, essas categorias são condizentes com avanços e obstáculos observados em experiências internacionais. A maior lacuna identificada foi a falta de inserção do Hórus a uma política nacional de sistemas de informação em saúde, em processo de consolidação no País. A base nacional de dados das ações e serviços da Assistência Farmacêutica no Sistema Único de Saúde possibilitará coletar, analisar e disseminar informações relativas à gestão integrada da Assistência Farmacêutica no contexto da saúde no Brasil.Conclusão: O Sistema Hórus é uma inovação tecnológica viabilizadora da gestão da Assistência Farmacêutica. A base nacional possibilitará a definição e pactuação de indicadores nacionais de Assistência Farmacêutica, a fim de propiciar melhores condições de saúde aos usuários e produzir evidências sobre a situação da Política Nacional de Assistência Farmacêutica e suas tendências.

Abstract
Introduction: The decentralized pharmaceutical care model in Primary Health Care, with increasing involvement of local instances in providing pharmaceutical services to the population, posed new challenges in health and pharmaceutical management (Vieira et al., 2012). In the Brazilian context, the ongoing process of reviewing the National List of Essential Medicines (RENAME) played a fundamental role in selecting medicines and improving pharmaceutical care conditions for users (Nascimento et al., 2012). To fill this gap, different strategies were developed and agreed upon among the three levels of the Unified Health System (SUS), such as the National Pharmaceutical Care Management System (Hórus) and the creation of the National Database and Services of Pharmaceutical Care (Brazil, 2013). These computerized systems allow for the identification of how pharmaceutical care in Primary Health Care is actually organized and offered to citizens (Costa et al., 2012). Objective: To analyze the results of the Hórus System, comparing elements of this system with some experiences in Brazil. Materials and Methods: A descriptive and exploratory study was developed incorporating a qualitative and quantitative research method. Different data collection instruments were used: field observation in municipal Pharmaceutical Care services using Hórus, documentary research on legislation and other official documents, and questionnaire application to local managers regarding the results obtained with Hórus. Results: The main changes identified after the implementation of this system were: improvement in the technical and scientific control of pharmaceutical care quality, medication dispensation, and health care; capacity building for human resources and knowledge management; improvement in the relationship between health managers and medication users, administrative management, and greater inter-federative management; and enhancement of technological infrastructure. In terms of health information systems, these categories align with advancements and obstacles observed in international experiences. The main gap identified was the lack of integration of Hórus into a national health information system policy, currently under consolidation in the country. The national database of actions and services of Pharmaceutical Care in the Unified Health System will enable the collection, analysis, and dissemination of information related to the integrated management of Pharmaceutical Care within the Brazilian health context. Conclusion: The Hórus System represents a technological innovation enabling Pharmaceutical Care management. The national database will enable the definition and agreement on national Pharmaceutical Care indicators to provide better health conditions for users and produce evidence on the status of the National Pharmaceutical Care Policy and its trends.
