Resumo
Introdução: Em 2023 é publicada a Portaria GM/MS nº 1022/2023 que, ao alterar a Portaria de Consolidação GM/MS nº 2/2017, permite que a solicitação de medicamentos do Componente Especializado de Assistência Farmacêutica (CEAF) possa ser executada de forma eletrônica por meio de site definido por cada Secretaria Estadual de Saúde – SES. Devido à alteração, tornou-se possível a informatização dessa solicitação e coube à SES avaliar qual sistema melhor atenderia os usuários. Objetivo: O artigo apresenta proposta de informatização de todo o fluxo de solicitação de medicamentos do CEAF e suas vantagens. Material e Método: Para a escolha da proposta, foram realizadas três etapas: 1) mapeamento do fluxo de solicitação de medicamentos do CEAF, para conhecer o processo, seus gargalos e restrições legais; 2) diagnóstico realizado com 3 visitas presenciais e questionários respondidos por 3 mil pacientes e 80 prescritores, para levantar a percepção dos usuários; e 3) benchmarking com 10 empresas, balizadas por 40 critérios de requisitos do sistema, para avaliar se já existiam sistemas no mercado adequadas à demanda. Resultados: O mapeamento e diagnóstico revelaram que o fluxo possui poucas automatizações, muitos processos manuais, duplicidade de sistemas e produção de dados dificultada. Também que a maior dificuldade do paciente é a necessidade de ir várias vezes à farmácia para corrigir seu processo e que 91% dos prescritores acham o preenchimento da documentação complexo e 68% demorado. No benchmarking, o sistema ProBPMS foi o que atendeu a mais critérios. Ele permite a informatização de qualquer fluxo, com participação de agentes externos, como o paciente e prescritor, de modo que a solicitação poderá ser iniciada por um deles. Também permite formulários com critériosde aceitação, o que minimizará o erro no preenchimento dos documentos iniciais; e possui gestão de arquivos com leitura e importação de dados, ferramenta que facilitará o preenchimento automático de informações nos formulários e a interpretaçãodigital dos dados, propiciando a indicação de erros em tempo real. Em âmbito gerencial, possui painel com indicadores; também um gerenciamento de fila automático, com atribuição automática dos processos, o que gerará um ganho de tempo para a equipe. Ademais, permite integração com outros sistemas, já possuindo com o eGov, e é feito em codificação simples, o que propicia maior autonomia para criação e adequações. Assim, o ProBPMS se mostra como um sistema capaz de informatizar o fluxo de solicitação de medicamentos do CEAF, de modo que o cidadão ou o prescritor façam a abertura do processo sem deslocamento e amparados pelas restrições de preenchimento do formulário, bem como recebendo indicação de inconsistências imediatamente. Conclusões: Graças à indicação de inconformidades imediata, permitindo a correção célere pelo paciente e a análise facilitada com a informatização dos dados, espera-se uma redução do tempo de resposta ao cidadão e do início do tratamento medicamentoso, contribuindo para a garantia da saúde do paciente.

Abstract
Introduction: In 2023, Ordinance GM/MS No. 1022/2023 was published, which, by amending Consolidation Ordinance GM/MS No. 2/2017, allows the request for medications from the Specialized Pharmaceutical Assistance Component (CEAF) to be executed electronically through a website defined by each State Health Department - SES. Due to the change, it became possible to computerize this request and it was up to the SES to evaluate which system would best serve users. Objective: The article presents a proposal for computerizing the entire CEAF medication request flow and its advantages. Material and Method: To choose the proposal, three stages were carried out: 1) mapping the CEAF medication request flow, to understand the process, its bottlenecks and legal restrictions; 2) diagnosis carried out with 3 in-person visits and questionnaires answered by 3,000 patients and 80 prescribers, to survey users' perceptions; and 3) benchmarking with 10 companies, based on 40 system requirement criteria, to assess whether there were already systems on the market that were adequate to meet demand. Results: The mapping and diagnosis revealed that the flow has few automations, many manual processes, duplication of systems and difficult data production. Also, that the greatest difficulty for patients is the need to go to the pharmacy several times to correct their process and that 91% of prescribers find filling out the documentation complex and 68% time-consuming. In the benchmarking, the ProBPMS system met the most criteria. It allows the computerization of any flow, with the participation of external agents, such as the patient and prescriber, so that the request can be initiated by one of them. It also allows forms with acceptance criteria, which will minimize errors in filling out the initial documents; and it has file management with data reading and import, a tool that will facilitate the automatic filling out of information on the forms and the digital interpretation of the data, allowing errors to be identified in real time. In the management sphere, it has a panel with indicators; It also has automatic queue management, with automatic assignment of processes, which will save time for the team. Furthermore, it allows integration with other systems, such as eGov, and is done in simple coding, which provides greater autonomy for creation and adjustments. Thus, ProBPMS is a system capable of computerizing the flow of medication requests from CEAF, so that the citizen or the prescriber can open the process without having to travel and supported by the restrictions on filling out the form, as well as receiving immediate indication of inconsistencies. Conclusions: Thanks to the immediate indication of nonconformities, allowing for rapid correction by the patient and the analysis facilitated by the computerization of data, a reduction in the response time to the citizen and the start of medication treatment is expected, contributing to ensuring the patient's health.
