Resumo
Introdução: A interação entre avaliação de tecnologias em saúde (ATS) e agências reguladoras de saúde tem sido amplamente difundida, especialmente para a tomada de decisões sobre a cobertura do sistema de saúde. O objetivo deste artigo é relatar a interação ATS-regulação no Brasil. Métodos: Este é um estudo de caso sobre a interação entre ATS e regulação no Brasil. Documentos técnicos e a legislação brasileira sobre regulação em saúde e ATS foram analisados. O estudo foi conduzido em julho de 2019. Resultados: A interação ATS-regulação no Brasil ainda é incipiente. Não há uma agência responsável pela interação entre agências, como ocorre na Europa e no Canadá, por exemplo. Nos últimos 4 anos, iniciou-se uma cooperação entre a Agência Nacional de Vigilância Sanitária (Anvisa) e a Fundação Oswaldo Cruz (Fiocruz) para o monitoramento pós-registro de medicamentos. Durante essa parceria, 170 pareceres de medicamentos pós-comercialização foram elaborados, auxiliando a agência reguladora na tomada de decisões. Conclusões: A legislação brasileira garante medicamentos essenciais a baixo custo ou gratuitamente. A interação entre ATS e regulação tem o potencial de reduzir o tempo para incorporar tecnologias para o paciente, além de garantir maior segurança para os usuários do Sistema Único de Saúde. Nesse sentido, observou-se que a interação entre regulação em saúde e instituições de ciência e tecnologia tem potencial inovador nessa abordagem.

Abstract
Introduction: The interaction of health technology assessment (HTA) and health regulatory agencies has been widespread, especially for decision-making in health system coverage. The objective of this paper is to report the HTA-regulatory interaction in Brazil. Methods. This is a case study on the interaction between HTA and regulation in Brazil. Technical documents and Brazilian legislation on health regulation and HTA were analyzed. The study was conducted in July 2019. Results. HTA-Regulatory Interaction in Brazil is still incipient. There is no responsible agency for interaction between agencies, as there is in Europe and Canada, for example. In the last 4 years, cooperation has started between the Brazilian Health Surveillance Agency (Anvisa) and the Oswaldo Cruz Foundation (Fiocruz) for post-registration monitoring of medicines. During this partnership, 170 post-marketing drug opinions were prepared, assisting the regulatory agency in decision-making. Conclusions. Brazil legislation guarantees essential medicines at low cost or free. The interaction between HTA and regulation has the potential to reduce the time taken to incorporate technology to the patient, in addition to ensuring greater safety for users of the Unified Health System. In this sense, it was observed that the interaction between health regulation and science and technology institutions has innovative potential in this approach
