Introdução: Este estudo de âmbito nacional tem como objetivo descrever e avaliar os dados do Sistema de Acompanhamento dos Conselhos de Saúde (SIACS), em relação aos Conselhos Municipais de Saúde (CMS) brasileiros. Este sistema é online e foi lançado em 2012. Todos os Conselhos devem estar registrados no sistema para atender à legislação brasileira. Métodos: Trata-se de um estudo analítico transversal, com avaliação baseada em variáveis quantitativas e qualitativas, utilizando os softwares STATA 10 e NVIVO 11. Um teste de associação do Qui-quadrado de Pearson foi realizado considerando a população do município e os dados do sistema. Resultados: A amostra do estudo foi de 4.495 Conselhos Municipais de Saúde, representando 80,8% dos conselhos do país. Em relação às três dimensões utilizadas, observou-se que o melhor desempenho foi no eixo de representatividade, em todos os tamanhos populacionais adotados. A estrutura do conselho foi associada ao tamanho do município, quanto menor o município, pior a estrutura. A falta de autonomia na tomada de decisão dos Conselhos foi encontrada em todos os tamanhos populacionais. Quanto às representações dos segmentos de participação social, os usuários apresentaram um perfil sindicalista, agrário e religioso do país. Conclusões: Por fim, reconhecemos que o SIACS apresenta alguns problemas técnicos de extração de dados, no entanto, é considerado um sistema de baixa manutenção e fácil acesso; além disso, a existência de um banco para o acompanhamento dos Conselhos de Saúde é um avanço da Participação Social no Sistema Único de Saúde.

Abstract
Introduction: This national scope study aims to describe and evaluate the data of the Health Council Monitoring System (SIACS), in relation to the Brazilian Municipal Health Councils (CMS), this system is online and was launched in 2012. All Councils should be registered in the system in order to comply with Brazilian laws. Methods: This is a cross-sectional, analytical study with evaluation based on quantitative and qualitative variables using the software STATA 10 and NVIVO 11. A Pearson Chi-square association test was performed considering the population of the municipality and data from the system. Results: The sample of the study was 4,495 Municipal Health Councils, which represented 80.8 percent of the country’s councils. In relation to the three dimensions used, it can be seen that the best performance was in the representativity axis, in all adopted population sizes. The structure of the council was associated with the size of the municipality, the lower the municipality the worse the structure. The lack of autonomy in the decision making of the Councils was found in all the population sizes. Regarding the representations of the segments of social participation, the users showed a syndicalist, agrarian and religious profile of the country. Conclusions: Finally, we recognize that the SIACS presents some technical problems of data extraction, however it is considered a system of low maintenance and easy access, in addition, the existence of a bank to follow up of Health Councils is an advance of Social Participation in the Health Unique System.
